Step 1
Cut a strip of wrapping paper measuring 10 in. by 4 in.
Step 2
Lift doll’s arms up and fold the strip of paper in half, hot-dog style. Wrap strip around bust.



Step 3
Strip should be angled down to cover bust and fit under the armpit. Make sure ends of strip are even on both sides.
Step 4
With your thumb and index finger on both hands, pinch the loose paper directly under the bust and fold in so it fits tightly.
Step 5
Cut strips in back evenly leaving a small gap in the center.

Wrap pipe cleaner around top of bust and twist it in the back.
Step 8
Hot glue top to pipe cleaner.



Step 9
Cut four small triangles of wrapping paper and hot glue to either side of the back (2 on each side) They should resemble bows when you’re finished. Be careful not to glue to the pipe cleaner.
Step 10
Tuck pipe cleaners under the top bows.
Step 11
Cut a circle of wrapping paper that is 14 in. in diameter.



Step 12
Cut a small circle in the center. Start off making it too small and slide it up the legs of the doll. Keep cutting the circle bigger until it slides past the hips and can be removed after.
Step 13
Take the circle of wrapping paper and start folding it in and out to make the “waves” of the skirt.
Step 14
Put doll in skirt.



Step 15
Cut tissue paper into 2 in. thick strips.
Step 16
Glue strips of tissue paper underneath the bottom edge of the skirt all the way around.
Step 17
Cut cardboard into a 6 in. diameter circle and then cut a smaller hole in the center.

Step 18
Cut notches from the inner circle out and from the outer edge in. Move the cardboard circle up the legs under the skirt to provide more volume to the dress.
